
The Election Commission of India (ECI) on Sunday announced that 7.24 crore voters—91.69 per cent of Bihar’s 7.89 crore electors—submitted their enumeration forms during the Special Intensive Revision (SIR) held between 24 June and 25 July 2025. “Out of 7.89 crore electors as on 24.06.2025, over 7.24 crore electors have submitted their Enumeration Forms indicating overwhelming participation,” the Commission stated in its press note.
The ECI also revealed that approximately 36 lakh voters could not be traced because they had either “become electors in other States/UTs, or were not found in existence, or did not submit the form till 25 July, or were not willing to register as an elector for some reason or other.” The status of these voters will be finalised after scrutiny by Electoral Registration Officers (EROs) by 1 August, with genuine electors allowed to re-enrol during the claims and objections window from 1 August to 1 September.
7 Lakh Voters Enrolled at Multiple Places
The Commission flagged that names of voters registered in multiple locations will be retained only at a single place. “The name of the Electors found enrolled at multiple places in Electoral Rolls will be retained only at one place,” the press note said. The poll body stated that over 7 lakh such multiple registrations have been identified during this revision.
The ECI credited the success of the enumeration drive to the “CEO of Bihar, DEOs of all 38 Districts, 243 EROs, 2,976 AEROs, BLOs deployed at 77,895 polling booths, lakhs of volunteers and full involvement of the field representatives of all the 12 major political parties, including their District Presidents and as many as 1.60 lakh BLAs appointed by them.”
The Commission highlighted that BLOs made repeated visits—at least three attempts—to collect filled forms and ensure no voter was left out. “BLOs went house to house to each elector whose name was in the electoral rolls as on 24.06.2025, to distribute Enumeration Forms. And thereafter, BLOs made repeated visits to collect the filled Enumeration Forms… In addition, BLAs and volunteers have also visited electors and made all efforts to ensure no one is left,” the ECI said.
Special campaigns were launched to reach urban voters, migrants, and youth turning 18 on or before 1 October 2025. Over 10.2 crore SMS messages were sent to acknowledge the receipt of forms and to raise awareness.
Supreme Court To Hear Pleas Against Bihar SIR On Monday
Meanwhile, the Supreme Court is set to hear petitions challenging the SIR in Bihar. A bench of Justices Surya Kant and Joymalya Bagchi will take up the matter, where petitioners, including Association for Democratic Reforms (ADR) and RJD MP Manoj Jha, have alleged irregularities.
The ECI has defended the revision, stating that it is aimed at ensuring the “purity of the election by weeding out ineligible persons from the electoral rolls.”
The draft electoral roll will be published on 1 August 2025, both online and in print, for public scrutiny and objections. The Commission has assured that “NO NAME CAN BE DELETED from the draft list published on 1st August without notice and speaking order of the ERO/AERO.”
Between 1 August and 1 September, political parties and voters can file claims for inclusion or objections against wrongful entries. Appeals can be made under Section 24 of the Representation of the People Act, 1950.
