The New Cost Calculus for Indian Students

For Indian families, studying abroad is becoming a more careful financial decision—not simply a route to an overseas job or permanent residency. A ₹20-lakh budget can work for some programmes, but the country, course length, tuition rules, city and funding plan matter far more than a headline estimate. Germany, France, Malaysia and Poland offer different possibilities, while hidden costs and changing policies can quickly stretch a limited budget.

The ₹20-lakh question: affordable degree or incomplete budget?

For many Indian households, overseas education has long represented a combination of academic advancement, international exposure and the possibility of building a life abroad. But that calculation is changing. Tuition, accommodation, insurance and everyday expenses can make the total cost substantially higher than the figure advertised by a university or education agent. At the same time, a degree abroad does not automatically guarantee a job, a work visa or permanent residence.

That makes one question increasingly important for families planning their finances: what does ₹20 lakh actually buy?

The answer depends on whether the amount is intended to cover one academic year, a one-year postgraduate programme or an entire multi-year degree. It also depends on whether the student has a scholarship, can access family support beyond the initial budget, and chooses a public university or a more expensive private institution.

The NITI Aayog report Internationalisation of Higher Education in India provides a useful policy backdrop for examining international education and India’s position in the global higher-education landscape. But the financial decision facing an individual family still requires a course-by-course calculation. A national-level report cannot establish that a particular university, city or degree will fit within a fixed personal budget.

The central lesson is straightforward: ₹20 lakh may be a viable starting budget, but it is not a universal all-inclusive price for studying abroad.

Germany: low tuition does not mean low total cost

Germany is often the first country families consider when looking for a lower-tuition alternative to the English-speaking destinations. Many public universities do not charge general tuition fees for many degree programmes, although semester contributions apply and exceptions exist. Some universities and programmes charge tuition, so applicants must check the precise rules rather than assume that every public university is free.

The larger expense is usually living costs. Students need to budget for accommodation, food, transport, health insurance, study materials and other essentials. Many international students also need to demonstrate that they have sufficient funds for their stay, commonly through a blocked account or another accepted form of financial proof. That money is not an extra tuition fee, but it must be available to support the student.

This distinction matters for a ₹20-lakh plan. A budget that might cover the initial costs of a programme can become tight when multiplied across two years. Even with low tuition, a student must account for the full duration of the degree, the deposit for accommodation, travel and emergency funds.

Germany can therefore be financially attractive for the right course and student—but “tuition-free” should never be confused with “cost-free.”

France: public universities, but check the fee category

France offers another route through public higher education. However, international applicants should pay particular attention to the tuition category that applies to them.

For the 2026–27 academic year, Campus France lists differentiated annual registration fees of €2,902 for a bachelor’s degree and €3,950 for a master’s degree for many non-EU students enrolling in public institutions covered by the rules. Doctoral registration fees are listed separately, and exemptions or different fee arrangements may apply depending on the student’s status, programme and institution.

This is an important correction to the broad claim that French public university fees are always very low for international students. The actual cost can vary, and private institutions—particularly some business schools—may charge considerably more.

Living costs also differ substantially between Paris and smaller cities. A family considering France should obtain a written estimate of tuition and mandatory fees from the university, then add accommodation, food, transport, insurance, visa-related expenses and travel. Scholarships or fee exemptions can change the calculation, but they should be treated as confirmed only once formally awarded.

Malaysia and Poland: compare the whole programme

Malaysia and Poland may also be worth investigating for students seeking alternatives to the most expensive destinations. But neither country offers a single standard price for an international degree.

In Malaysia, accommodation choices can make a noticeable difference. Education Malaysia’s guidance gives indicative accommodation ranges, with on-campus housing generally cheaper than many off-campus options. Tuition, however, depends on the university, course and qualification. Students should also check the costs and conditions associated with student-pass processing, insurance and other required charges.

Poland’s official study information says tuition for international students varies by institution and programme. Its published guidance gives an average of around €2,000 a year for many first-, second- and long-cycle programmes, while fees for particular institutions and courses can be higher. The official guidance also provides a monthly living-cost estimate, but a student’s actual expenses will depend on accommodation, location and lifestyle.

For both destinations, the key is to compare the full degree cost, not just the first-year tuition or an advertised “starting from” figure. A lower annual fee can still add up over a three- or four-year course.

The hidden risk in the part-time-work plan

Part-time employment can help students manage some living expenses, but it is risky to build the entire financial plan around finding a job after arrival.

Work rights vary by country and visa category. Limits may be expressed in hours, days or other conditions, and students must comply with the rules that apply to them. A commonly repeated “20 hours a week” figure is not a universal rule for every destination or every student.

There is also no guarantee that suitable work will be available immediately, that the student will secure enough hours, or that earnings will cover rent and other essential costs. Academic schedules, language requirements and local labour-market conditions can all affect employment prospects.

A more resilient plan treats part-time earnings as a possible supplement—not as money already in the bank. Students should be able to meet essential expenses even if they do not find work for several months.

A degree is not a permanent-residency guarantee

The financial decision is also inseparable from immigration policy. Families should distinguish between three separate questions:

  1. Can the student obtain a study visa? This depends on the destination’s current requirements, including admission, finances and other eligibility conditions.

  2. Can the graduate remain temporarily to seek work? Post-study options depend on the country, qualification and rules in force when the student applies.

  3. Can the graduate obtain permanent residence? This is a separate process, with its own eligibility requirements. It is not guaranteed by admission, graduation or a period of post-study work.

These distinctions are especially important when a family is borrowing heavily to fund education. Immigration rules can change during a multi-year course, and a student’s future eligibility may depend on factors that cannot be known at the time of enrolment.

The sensible approach is to assess the degree on its academic quality, career relevance and affordability even if permanent residence never materialises. A student who returns to India—or moves to a third country—should still be able to explain how the qualification supports their career.

How families should test a ₹20-lakh budget

Before paying a deposit, build a written budget covering the entire intended course. Include:

  • Tuition and compulsory university charges for every year.

  • Rent, utilities, food, transport and health insurance.

  • Visa, residence-permit, student-pass and document costs.

  • Flights, initial accommodation deposits and essential purchases.

  • Currency fluctuations and a contingency reserve.

  • A realistic funding plan if part-time work is delayed or unavailable.

Then check the university’s official fee schedule and the destination government’s current student-visa guidance. Ask the institution about scholarships, fee waivers, refund conditions and any annual fee increases. Where a programme requires proof of funds, make sure the money is available in the required form and timeframe.

A budget should also distinguish between money that is available now and money that is merely expected later. A hoped-for scholarship, future job or possible family contribution should not be counted as secured funding.

The real return on investment

For overseas-bound Indian students, the most useful shift is from asking “Which country is cheapest?” to asking “Which recognised programme offers the strongest realistic value for the money we can safely afford?”

That means comparing course content, accreditation, graduate outcomes, internship opportunities, language requirements and the cost of living alongside tuition. It also means being candid about debt: a large education loan becomes harder to repay if the graduate’s first job takes longer to secure or pays less than expected.

A ₹20-lakh budget can make overseas study possible in selected circumstances—but it cannot make every destination or degree affordable. The right decision is the one that remains financially manageable even when the optimistic assumptions—part-time work, immediate employment or permanent residency—do not come true.
