Indian Businesses in the UAE

There was a time when the Indian presence in the UAE was discussed mainly in terms of workers, remittances and the millions of Indians building careers across the Gulf.

That story is now incomplete.

In 2026, another Indian presence is becoming impossible to ignore:

Indian businesses.

By the end of March 2026, 84,088 Indian companies were registered as active members of the Dubai Chamber of Commerce, after 3,995 new Indian companies joined during the first quarter alone. Indian companies represented the largest foreign business community among Dubai Chamber’s members.

That number is not simply an immigration statistic.

It is a business statistic.

And it says something important about how the India–UAE economic relationship is changing.

Dubai is becoming more than a place to sell to

For many Indian entrepreneurs, the UAE is no longer just an export market.

It is becoming a regional operating base.

Dubai’s location provides access not only to the Gulf but also to markets across the Middle East, Africa and parts of Europe and Asia.

That makes the UAE particularly attractive for companies that want to internationalise without immediately establishing offices in multiple countries.

The strategy can be relatively simple:

Build capabilities in India → establish a commercial base in the UAE → sell across multiple international markets.

It is an increasingly familiar model.

And unlike the traditional outsourcing story, this one is driven by entrepreneurs creating their own businesses and brands.

The $100 billion milestone

The broader bilateral relationship is providing an unusually strong backdrop.

India–UAE bilateral trade reached $101.25 billion in FY2025–26, according to the Indian Embassy in Abu Dhabi. The UAE is India’s third-largest trading partner and second-largest export destination, while India is the UAE’s second-largest trading partner.

The two countries have now set their sights considerably higher:

$200 billion in bilateral trade by 2032.

The target was endorsed by the two governments following the expansion of economic cooperation under the India–UAE Comprehensive Economic Partnership Agreement (CEPA).

CEPA has helped reduce tariffs and simplify market access, while bilateral trade has expanded into areas far beyond the traditional energy relationship.

The trade basket now includes petroleum products, gems and jewellery, food products, textiles, chemicals, electronics and engineering goods.

That diversification matters.

A modern trade relationship cannot survive forever on oil, gold and a handful of traditional commodities.

The next phase is increasingly about technology, manufacturing, logistics, finance, food, services and innovation.

Why Indian entrepreneurs like the UAE

One obvious attraction is the business environment.

The UAE has substantially liberalised foreign ownership. Federal rules allow 100% foreign ownership for most mainland commercial activities, although certain strategic sectors remain subject to restrictions or additional approvals.

That is a major change from the old perception that foreign entrepreneurs necessarily needed a local majority partner.

The UAE also operates a relatively competitive corporate-tax structure.

The standard corporate-tax rate is 9% on taxable income above AED 375,000, while taxable income up to that threshold is subject to 0% under the standard regime. Certain qualifying free-zone income can receive a 0% rate subject to the applicable rules.

And individuals generally do not pay UAE personal income tax.

But entrepreneurs should be careful with the phrase “tax-free UAE.”

That phrase makes excellent social-media content and rather poor accounting advice.

Businesses still face corporate-tax compliance, VAT where applicable, licensing costs, employment expenses, banking requirements and sector-specific regulation.

The UAE is business-friendly.

It is not regulation-free.

Technology is moving in

Technology is one of the most obvious growth areas for Indian businesses.

Indian entrepreneurs already possess deep experience in software development, IT services, artificial intelligence, cybersecurity, fintech and digital commerce.

The UAE provides a market where those capabilities can be commercialised across a wealthy and highly connected regional economy.

This creates an interesting two-country combination.

India provides talent and technology capability.

The UAE provides capital, regional access and an international business platform.

When the two work together, the result can be considerably larger than either side’s contribution in isolation.

Trading is still a major opportunity

Not every Indian entrepreneur is building an AI startup.

There is also a very large traditional business ecosystem.

Engineering products, automotive components, construction materials, food products, textiles, consumer goods, machinery and industrial supplies can use the UAE as a distribution and re-export base.

Dubai’s logistics infrastructure is particularly important here.

For an Indian manufacturer, establishing a presence in the UAE can create access to customers who may be difficult to reach directly from India.

The UAE’s role as a global logistics and trading centre therefore becomes an economic multiplier.

One container arrives in Dubai.

The invoice may eventually travel much farther.

Indian companies are becoming investors—not just exporters

Perhaps the most significant change is psychological.

An Indian company entering the UAE is increasingly not saying:

“Where can I sell my products?”

It is asking:

“Where should I build my international business?”

That is a fundamentally different mindset.

A company can establish a UAE headquarters, maintain product development or manufacturing capabilities in India, hire regional sales teams in Dubai and serve customers throughout the Middle East and Africa.

The UAE becomes the international commercial layer.

India remains the production, technology and talent layer.

This is precisely the kind of cross-border business model that can strengthen India’s global economic footprint without requiring every Indian company to physically relocate its core operations.

The diaspora adds another advantage

The UAE is home to a very large Indian community—more than 4.5 million Indians, according to recent reporting.

That creates something economists cannot easily put into a tax table:

trust and networks.

An entrepreneur entering an unfamiliar market can spend years understanding customers, suppliers, regulations and business culture.

An established Indian business network can shorten that learning curve.

The community also creates demand for Indian products, food, financial services, professional services and cultural businesses.

But its importance goes beyond the Indian market.

Indian entrepreneurs who have already built businesses in the UAE can become bridges into the wider regional economy.

What could come next?

The next opportunity is to move beyond simply establishing companies.

India and the UAE are already discussing and implementing initiatives designed to connect smaller businesses and expand commercial corridors.

The two governments have highlighted projects such as Bharat Mart, the Virtual Trade Corridor and Bharat-Africa Setu, intended to improve access for Indian MSMEs to markets across the Middle East, Africa and beyond.

That is particularly important because large corporations can afford international expansion departments.

A small Indian manufacturer cannot.

If digital trade infrastructure, logistics networks and market-access platforms reduce that disadvantage, thousands of Indian MSMEs could potentially become exporters and regional businesses.

But Dubai is not a magic wand

There is a danger in turning the UAE success story into a brochure.

Opening a company in Dubai does not automatically create customers.

Competition is intense.

Office, licence, visa, banking and compliance costs can add up.

Certain industries require additional approvals, and foreign ownership is not unrestricted in every strategic sector.

And perhaps the biggest mistake is assuming that a Dubai address itself is a business strategy.

It isn’t.

A company still needs a competitive product, strong finances, reliable management, customers and a clear regional-market plan.

Dubai can provide the platform.

It cannot provide the business model.

The most interesting number in the India–UAE business story may not actually be $101.25 billion.

It may be the 84,088 Indian companies already active in Dubai Chamber.

Because behind every company is potentially a founder, employees, suppliers, customers, investment and a network extending across borders.

This suggests that India’s relationship with the UAE is evolving from a migration corridor into a business corridor.

And that could become strategically important for Viksit Bharat.

India does not have to choose between building companies at home and expanding internationally.

The more powerful model is:

Build in India. Scale through the UAE. Sell to the world.

That is where the UAE can become more than a tax or lifestyle destination.

It can become India’s commercial launchpad into the wider world.

Of course, entrepreneurs should still read the fine print before opening the company.

The Burj Khalifa is impressive.

It is not, unfortunately, a substitute for a business plan.

The real opportunity is not simply that more Indians are opening companies in Dubai. It is that more Indian companies are beginning to think globally from day one.

That could be the bigger India–UAE story of the next decade.
