India’s Army Chief in Russia: Why General Dhiraj Seth’s Three-Day Visit Matters

When India’s Army Chief travels to Russia, the significance extends beyond a ceremonial military visit.

General Dhiraj Seth, Chief of the Army Staff, began a three-day official visit to Russia on 16 September 2026, with engagements scheduled through 18 September. The visit is aimed at strengthening India’s longstanding defence relationship with Russia and expanding Army-to-Army cooperation.

The itinerary covers Moscow and Saint Petersburg and includes meetings with senior Russian military and defence officials, discussions on professional military cooperation and training, and visits to important military institutions.

For India, however, the most interesting part may be what sits underneath the diplomatic language: how to maintain, modernise and adapt a long-established military relationship in a rapidly changing defence environment.

Moscow: Military Cooperation at the Centre

General Seth’s Moscow programme includes a ceremonial Guard of Honour and a tribute at the Tomb of the Unknown Soldier, before substantive military discussions begin.

He is scheduled to meet Colonel General Andrei Nikolayevich Mordvichev, Commander-in-Chief of the Russian Land Forces.

According to India’s Ministry of Defence, their discussions will cover matters of mutual interest, including professional military cooperation and training.

That makes the meeting important beyond protocol.

India and Russia have maintained extensive military-to-military engagement over decades, including training, exercises, equipment relationships and professional exchanges.

But a visit by the serving Army Chief carries its own diplomatic weight.

Senior-level visits can provide direction to relationships that have become extremely broad and technically complicated.

India–Russia Defence Ties Are Changing

The relationship today is not identical to the one that existed during the Soviet era.

India’s defence partnerships have become more diversified.

The official announcement does not announce a new defence deal.

It does not indicate a change in India’s broader multi-partner defence policy.

Nor does it suggest that India is abandoning its growing defence cooperation with other countries.

The language from the Ministry of Defence is more measured: the visit is intended to strengthen military-to-military engagement, exchange perspectives on contemporary developments and identify avenues for deeper cooperation.

That is significant enough without adding conclusions that the official announcement does not make.

A Relationship Being Updated, Not Simply Preserved

The interesting question is therefore not whether India and Russia still have defence ties.

They clearly do.

The more important question is what those ties need to look like in the next decade.

The older relationship was heavily built around equipment.

The emerging relationship has to deal with equipment plus modernisation, technology, training, logistics, domestic manufacturing and changing warfare.

That is a much more demanding partnership.

And it is precisely why a three-day visit by the Army Chief can have significance beyond the photographs and ceremonial Guard of Honour.

Defence diplomacy is often measured by what gets announced.

But some of its most important work happens before any announcement.

A discussion about spare parts may sound less impressive than a new weapons contract. A conversation between military academies may attract less attention than a missile system.

Yet readiness depends on both.

For India, the Russian relationship now sits at an interesting crossroads: maintain the capabilities already in service while simultaneously moving towards greater diversification, modernisation and domestic defence production.

That is not an either-or equation.

It is a transition problem.

And transitions in defence take years, not press conferences.

General Dhiraj Seth’s Russia visit is best understood as part of India’s continuing effort to keep an established defence relationship functional while adapting it to a changing military and technological environment.

The immediate outcome to watch is therefore not simply whether a new contract is announced.

In defence, continuity can be valuable.
