Tushar Kumar: From Rohtak to the Mayor’s Office in Britain at 23

Born in Haryana and raised in Britain, Tushar Kumar became mayor of Elstree and Borehamwood at 23, while his mother, Parveen Rani, took the mayoral office in neighbouring Hertsmere. Their journeys highlight the growing visibility of Indian-origin leadership in British local government.

From Haryana to Hertfordshire

At 23, Tushar Kumar has reached a civic position that many aspiring politicians spend decades working towards. On 13 May 2026, councillors elected him mayor of Elstree and Borehamwood, a town in Hertfordshire, England. He has been widely reported as the United Kingdom’s youngest Indian-origin mayor.

His story began in Rohtak, Haryana. His family moved to the UK in 2013, when he was around 10 years old. He attended Loxford School in Ilford before studying political science at King’s College London.

Kumar’s rise is notable not simply because of his age or Indian heritage, but because it reflects a route into public life through local politics, community involvement and service. His election also brought unusual attention to a family whose commitment to civic work has extended across generations.

His mother, Parveen Rani, was elected mayor of Hertsmere Borough Council on 20 May 2026, one week after her son’s appointment. Her election made her the first person of Indian origin to hold that borough’s mayoral office, according to media reports.

The two appointments took place in neighbouring local authorities, placing mother and son in separate civic leadership roles during the same municipal year.

A political journey that began at 20

Kumar entered elected local government in 2023, when he became a Labour councillor at the age of 20. According to BBC reporting, he had also contested a borough council seat but did not win it. He secured his town council position following a recount.

His early political experience involved balancing public service with university studies. Family members and friends helped with campaigning while he was still a student.

Kumar’s official council profile lists his work across several areas, including environmental and planning matters, entertainment, youth engagement, international affairs, transport and community safety. It also records experience as a policy adviser at the Department for Work and Pensions and as a research analyst for a national LGBTQ+ charity.

These roles suggest an interest in public policy and community services beyond ceremonial politics. His academic training in political science has also given him a foundation for understanding governance and policymaking.

In his mayoral message, Kumar said he wanted to remain visible in the community, listen to residents, support local organisations and highlight the work of charities. He also expressed the hope that his appointment would encourage more young people to participate in public life.

His chosen charity for the mayoral year is WD6 Food Support, which supports families facing hardship in the local area.

What does a town mayor actually do?

The title of mayor can mean very different things in the United Kingdom. Some mayors lead executive authorities and exercise significant powers over local services. Others, including civic mayors appointed by fellow councillors, principally represent their communities and chair council meetings.

Kumar holds the latter type of office. Elstree and Borehamwood Town Council elected him at its annual meeting; residents did not vote directly for him in a separate mayoral election.

The distinction matters because a civic mayor does not personally control the town’s entire budget or direct all local services. Decisions remain subject to the council’s established governance arrangements, committees and procedures.

Nevertheless, the role can carry practical influence. A mayor can bring attention to community organisations, support fundraising, recognise local achievements, attend civic events and provide a public platform for issues affecting residents.

For Kumar, the year offers an opportunity to use the visibility of the office to encourage youth participation and strengthen links between the council and local charities. The significance of his term will ultimately depend on the work he undertakes and the relationships he builds, rather than his age alone.

Parveen Rani’s parallel achievement

Kumar has credited his mother with inspiring his interest in community service. BBC reporting describes how her involvement in charitable and community work influenced his decision to enter politics.

Rani’s own appointment is significant. Hertsmere Borough Council officially records her election as mayor for 2026–27 on 20 May 2026. The office is a ceremonial civic position that represents the borough and involves chairing full council meetings and attending community functions.

Her mayoral charities for the year are Akshaya Patra UK and Hatzola. The selection connects the office with organisations providing community support and practical assistance.

Together, the two appointments illustrate how civic engagement can develop within families without making their political paths identical. Both hold positions chosen through their respective councils, and both are expected to represent residents across their communities.

The broader lesson is that diaspora participation in public life is not limited to national politics or Parliament. Town and borough councils are also important places where residents engage with local concerns, charitable initiatives, planning, transport and community services.

Identity, representation and the work ahead

Kumar’s experience also reflects the complexities of belonging in contemporary Britain. In an interview with the BBC, he spoke about receiving racist comments on social media and described the impact such abuse can have on people entering public life.

His response was to affirm that Britain is his home while expressing pride in his Indian heritage. His experience highlights a challenge that can affect politicians from minority backgrounds: greater visibility can create opportunities for representation, but it can also expose them to prejudice and online hostility.

An individual appointment does not, by itself, establish how inclusive British politics has become. Nor does representation guarantee that every community’s concerns will receive equal attention. Those questions require a wider assessment of participation, institutional access and the experiences of elected representatives.

Kumar’s appointment is nevertheless a tangible example of an Indian-origin young adult entering public office in the country where he grew up. For young people from migrant families, his path shows that local politics can be an accessible starting point for public service.

His mayoral year will be judged most meaningfully by how he represents residents, supports local organisations and follows through on his stated priorities. At the same time, the parallel election of his mother gives their story a wider significance for the Indian diaspora: civic leadership is built not only in national institutions, but also in the everyday work of communities.
